All you need to do is buy some (usually a cake shop, health food store, or even a grocery store has it). Then place drops around, or mix it in a spray bottle with water and spray around the areas you do not want them. They will stay away! It really does work. Call an exterminator, they'll take care of it as safely as possible. And you might want to specifically cite a health code violation to the city if the dog poo is attracting rats, not just ask the city to take care of the problem.
